P 2940 Student Group Use of School Facilities

Pursuant to the Equal Access Act, District secondary schools will provide an opportunity for student-initiated noncurricular groups to conduct meetings on school premises, during noninstructional time, and will not discriminate against students on the basis of the religious, political or philosophical content of the speech at such meetings.

An activity is to be considered curricular if the subject matter is or will be taught in a regularly offered class; if the subject matter concerns the body of courses as a whole; if participation in the group is a requirement for a course; or if academic credit is available for participation. Extracurricular activities include activities organized and supervised under the auspices of the school. Extracurricular activities primarily involve students in activities occurring outside academic class time, for which no units of credit are awarded. Any activity which does not meet the definition of a curricular or extracurricular activity will be considered noncurricular.

Pupil Clubs and Extra Class Activities

Every function carried on within the school organization, which is with either expressed or implied approval of the Board, is an educational function and is controlled by the Board.All activities conducted in the name of the Bernie R‑XIII School District, or as a direct or indirect outgrowth of the activities of class groups or conducted under assigned sponsorship of a duly employed teacher, shall be deemed a school function and shall be subject to such rules and regulations as the Board, the superintendent, the principal, or the sponsoring teacher shall establish.It shall be the duty of such sponsors to attend all meetings and functions of the group, to advise pupils regarding the proper conduct of group affairs, and to keep the principal informed regarding group activities. No student, social group, or extra class activity shall be permitted to function as a school‑associated activity except under the supervision of a duly appointed sponsor who is a regularly contracted teacher.Scholarships offered by clubs or activity groups shall only be paid to educational institutions.

Field trips

Educational or field trips are encouraged. Before groups of pupils are taken on educational trips outside the school grounds, written permission must be secured from the parent or guardian of each child.  Overnight co-educational trips must have approval of the superintendent and the Board.
