P 1435 Residential Camp Background Checks

The District will comply with applicable background-check requirements for staff members and volunteers serving at District-operated residential camps. A staff member or volunteer who is eighteen years of age or older may not begin service at a residential camp unless the background check required by law has been completed and the individual is eligible to serve.

For purposes of this Policy, a “Residential Camp” means a program operated by a person or organization that includes the hours between 9:00 p.m. and 6:00 a.m. for two or more sequential overnights. Whether a District program is a Residential Camp depends on the program's actual characteristics, not its name.

Before a staff member or volunteer who is eighteen years of age or older begins service at a District-operated Residential Camp, the District must complete the background check required by § 210.1700, RSMo. This requirement applies to existing employees and volunteers if their prior background checks do not include all components required by law.

The required background check must include:

  1. A search of the National Crime Information Center's National Sex Offender Registry; and
  2. Where available, name-based searches of both the criminal registry or repository and the sex-offender registry or repository in Missouri and in each state where the individual resided during the preceding five years.

An individual may not serve as a Residential Camp staff member or volunteer if the individual is registered or required to register on a state or national sex-offender registry or is otherwise disqualified under § 210.1700, including the offenses incorporated through § 210.1080.4(5)(a)-(k), RSMo, and similar offenses in another jurisdiction as provided by law.

The Superintendent or designee will ensure that District-operated programs subject to this Policy are identified and that required background checks are completed and reviewed before a covered individual begins Residential Camp service. Compliance with this Policy does not replace any other background-check requirement applicable to District employment or volunteer service.
