This policy is established by the duly organized, elected and existing Board of Education for the Hallsville R-IV School District, Boone County, Missouri, and is periodically reviewed and amended. This policy shall remain in effect until further written notice.

All benefits available to employees are a matter of privilege, for which each employee must be able to qualify for, and the same shall not be construed or interpreted as a matter of right, contract, or entitlement.

Benefits available from time to time may include but shall not be limited to teacher retirement, nonteacher retirement, other tax savings annuities (TSA) from third parties, social security, liability insurance coverage, accident insurance, disability insurance, life insurance, worker's compensation coverage, and medical, dental or other health-related coverage.

Some, if not all, of the aforementioned benefits, if available, may be expressly set, determined, or limited by Missouri law. In all other instances, the Board expressly reserves the right to offer, increase, limit, alter, modify, amend or terminate any or all benefits from time to time as deemed appropriate and without further notice to employees.

Upon commencement of employment and as directed from time to time by the Board or its agent, each employee shall execute that he/she has received a copy of this policy and an acknowledgement that he/she has read, understands and agrees to be bound thereby.

In specific, the Board addresses the following offered benefits.

  1. Social Security: Federal social security taxes are deducted from wages/salaries of all employees as may be required by law. The amounts deducted may vary. Under present law, the contribution rate established for employees is matched by the Board from District funds.
  2. Teacher Retirement System:  All full-time certificated teachers are members of the Public School Retirement System in Missouri as provided by Missouri law. The amounts deducted may vary. Under present law, the contribution rate established for teachers is matched by the Board from District funds.
  3. Non-Teacher Retirement System: Regular non-teaching employees of the District who devote a minimum of twenty (20) hours per week to such employment are members of the Non-Teacher School Retirement System of Missouri as provided by Missouri law. The amounts deducted may vary. Under present law, contributions by the employee are matched by the Board from District funds.
  4. Medical, Dental, Health, Disability, Accident, Liability and Life Insurance: The Board may provide medical, dental, health, accident, liability, disability and/or life insurance, or other insurance or coverage to any employee working twenty (20) hours or more per week, subject to periodic review, amendment and modification. The Board may require proof of insurability or the satisfaction of other conditions in order to provide any such benefit. All eligible employees shall accept these benefits subject to the terms of the policy or policies then in effect, including any provision for preexisting conditions, proof of insurability for spouse and dependents, and other such terms. All employees, at their own expense, shall have the option of providing coverage to spouses and/or dependents, assuming insurability. Nothing herein shall be construed or interpreted as a matter of right or required or mandated by the teacher's employment contract.

All employees currently receiving TSA's in lieu of medical insurance may continue receiving Board paid TSA's of $100.00 per month or an amount equal to the cost of medical insurance whichever is the lessor amount.
