R 4420 Conferences and Travel

In order to conservatively use funds and to provide an equal opportunity for staff to attend conferences, the following guidelines are established with respect to requests to be away from assigned duties in order to attend workshops and conferences:

  1. Employees request up to two (2) professional leave days each school year. Professional leave beyond the two (2) may be granted for special district programs such as MAP training.

  2. Notice for professional leave (2 days allowed) must be submitted to the building principal a minimum of 10 workdays in advance of the date. Principals may request that teachers provide inservice or feedback to staff. Contracted days may be used with approval of the administration. Teachers who are requested by the administration to represent the district may exceed the two-day (2) limit with approval of the superintendent.

  3. The District will only pay membership registration fees, with nonmembers being reimbursed only for member fees.

  4. Normally, no more than two persons from each school will attend conferences, depending upon available funding.

  5. For major conferences held locally (reading, math, curriculum and instruction, etc.), normally only two (2) days of release time should be approved in order to permit attendance by as many teachers as possible.

  6. The equitable allocation of travel funds to schools and offices will be the responsibility of the Superintendent/designee.

  7. Conference requests need to have an invitation or pamphlet attached for verification of activity and a brief rationale for the request.

  8. Conference attendees will not be paid unless a "report of conference" and verification of expenses are submitted.

  9. Request to attend professional conferences in order to sell items or man booths for professional organizations will not be approved.

  10. Employees must state on application whether or not the sponsoring organization is paying the conference attendee any "honorarium" or travel expenses. An employee receiving an honorarium must use a vacation or personal leave day. Otherwise, the honorarium must be remitted to the District.

  11. After an employee's resignation is submitted, no professional days will be granted.

Action

All administrators who process conference and workshop requests shall inform their personnel of these guidelines prior to making any recommendation and forwarding the request.
