P 1420 Community Use of School Facilities

School District facilities are available for community use when facilities are not required for instructional or administration purposes. Use of District facilities is subject to approval of the community group’s application and is subject to conditions established by the Board of Education as set forth in administrative regulations.

To the extent that school facilities are available for community use, such facilities will be open, under the same terms and conditions, to youth groups including but not limited to Boy Scouts, Girl Scouts, Big Brothers-Big Sisters of America, Boys and Girls Clubs of America, Little League Baseball and similar groups.  When outside groups are permitted to use school facilities under this policy, the District will not unlawfully discriminate against groups based upon a group’s religious, political or philosophical content of the speech at such meetings.

Facility Usage Fee Schedule (by community)

  1. Gym - $10.00 per hour and user cleans up facility or pays for custodial service.
  2. Cafeteria - $10.00 per hour and user cleans up facility or pays for custodial service
  3. Kitchen - $15.00 per hour plus user cleans up facility and employs a cook to be in attendance.
  4. Ball field - $5.00 per hour with lights.

Special rates may be determined by the Board for all-day activities or special occasions.

Any fee may be waived at the direction of the Board of Education or by board designee.

The use of playgrounds and buildings during the summer months for recreational purposes shall be governed by the superintendent according to the Board  policies, rules and regulations.

Where possible, a certificate of insurance or hold-harmless agreement shall be provided by the persons or organizations using school facilities.

The following regulations have been established to govern the use of school facilities by  non-school groups:

  1. Written application for a permit to use school facilities shall be made with the superintendent or his designee.
  2. The superintendent or his designee will be responsible for maintaining an accurate calendar of all uses of school facilities by school and community groups.
  3. The superintendent of schools has the authority to deny the use of the sports complex to any out-of-school individual or group requesting the use of such facilities; provided, however, that any group or individual denied the right to use the sports complex by the superintendent of schools has the right to appeal the superintendent’s decision to the Board of Education.
  4. The Board shall have final authority in interpreting Board  policy and settling disputes regarding the eligibility of a non-school group’s use of district facilities.
  5. A majority of an organization’s members must be residents of the school district before the organization’s application for use of the gymnasium or other indoor facilities will be considered.  For use of ball field one person must be a resident of the district and be responsible for fulfilling the terms of the contract.
  6. The signing of an application for use of a school facility shall be interpreted as a guarantee to the district that the organization will be responsible for the proper use of the premises, for  proper adult supervision, for orderly conduct of the meetings held under its control and for  prompt payment to the district to cover any damage to school property which was a result of the organization’s use of the facility.
  7. The person whose signature appears on the application will be held responsible for fulfilling the terms of the contract.  This person must be a citizen of the school district. A $50 deposit before subsequent use for damages or failure to abide by the contract will be charged.
  8. A fee shall be collected from non-school organizations to pay for operational expenses.
  9. The Board shall not surrender its control of school property and shall have the right to countermand the use of any school premises at any time if it decides it is in the best interest of the district.  Use of school premises shall not be granted if it interferes with school sponsored activities.
  10. No fee shall be charged for admission to any  function held on school premises except by special permission of the Board and/or superintendent.  However, this shall not restrict groups, societies, or associations from collecting money or dues to defray expenses of the meeting.
  11. Organizations desiring to serve meals must receive special permission from the superintendent or his designee.
  12. No apparatus or equipment shall be brought into the school buildings except upon written permission of the superintendent or his designee.
  13. Use of school equipment shall not be granted unless approval is received from the building principal and such equipment is properly supervised by an employee of the district, if deemed necessary by the building principal.
  14. The superintendent shall have the authority to pass on routine applications and if, in his opinion, the application calls for the use of the building for extraordinary purposes, the application shall be referred to the Board of Education.  “Extraordinary purposes” shall include such programs or activities beyond the routine activities that have by custom and practice become acceptable to the Board.
  15. In case of an emergency the superintendent reserves the right to cancel any scheduled  activity of a non-school group at his discretion.  Such cancellation shall be made as early as possible so that all persons involved can be notified.
  16. The use of alcoholic beverages, profane language, or gambling in any form is not permitted on school grounds.
  17. The Board of Education, Superintendent of Schools, or the Northeast Randolph County R-IV School District as a political entity  shall not be liable for any injury or death which occurs during that time when the sports complex is being used by out-of- school groups or individuals.

High School (New-2003) Gym Usage

  1. A refundable $100.00 deposit from each group using the gym.
  2. Rental fee increase to $15.00 per hour.
  3. Each group must designate at least one site monitor who will be responsible for enforcing proper conduct and rules and regulations of the use policy.
  4. All participants must be residents of Northeast R-IV, alumni, or friends of the district who are approved in advance by the administration.
  5. Participants only are allowed.No children or spectators.
  6. No food or drink allowed.
  7. Participants are responsible for all damages, or clean up.
    • All use times must be scheduled through the districts athletic director
    • Groups who violate the terms of the new gym usage policy will lose their privilege of using the facility.
