Student Cell Phone/Personal Electronic Device Usage
Developments in cell phone/electronic personal device technology in recent years have
resulted in enhanced communication opportunities. However, the use of cell
phones/electronic personal devices in schools poses increasing risks of school
disruptions, bullying, criminal activity, and academic dishonesty. As a result, and in
accordance with §162.207, RSMO, student possession or use of electronic personal
communication devices, defined as” a portable device that is used to initiate, receive,
store or view communication, information, images, or data electronically”, and including
in part cell phones, smart watches, digital cameras and similar electronic devices will be
banned during the school day, as well as, in dressing areas during extracurricular
activities. The school day includes all time students are regularly scheduled to be
present, including instructional time, meal time, breaks, time between classes, study
halls and in school suspension. Violation of this policy will result in:1st offense-Warning,
confiscation of the item and parent or legal guardian must pick up, 2nd offense - ASD to
ISS, confiscation of the item and parent or legal guardian must pick up; Subsequent
Offenses- ASD, ISS, or OSS, confiscation of the item and parent or legal guardian must
pick up.
Parents may apply to the building principal to obtain a hardship exception. In such
cases, the student’s cell phone/electronic personal device must be retained in the
principal’s office. Students granted a hardship may visit the office to use their cell
phone/electronic personal device for approved purposes. Telephones are also available
in school offices for parents to contact their students for legitimate reasons. In addition,
exceptions to this Policy may be made based upon the provisions of a student’s IEP,
Section 504 Plan, Safety Plan, or other lawful requirement.
Immunity
School employees and volunteers are immune from liability provided that they are
acting in good faith and are adhering to this Policy’s disciplinary procedures.
