It is the policy of the West St. Francois County R-IV School District in making purchases to give preference to and encourage the purchase of all commodities manufactured, mined, produced or grown within the state, and to all firms, corporations or individuals doing business as Missouri firms, corporations, or individuals, when quality and price are approximately the same. It is further the policy of the School District to encourage the purchase of products manufactured, assembled or produced in the United States.

It shall be the policy of this School District to purchase locally, provided goods of equal quality at competitive prices when they are available from local suppliers. Services after the sale will also be considered.

Definition of Local:

• For the purpose of this policy, local shall be defined as any entity/person that employs at least 50% of its workforce whose individual worker’s permanent residences are within the West St. Francois County R-IV School District.
• Or any entity/person  whose home-base (Central  Office) of operations  has a permanent address within the boundaries of the West St. Francois County R-IV School District.

Definition of Goods:

• For the purpose of this policy, goods shall refer to any materials, supplies, or services produced,  distributed,  sold  or  delivered  from  within  the  boundaries  of  the  West  St. Francois County R-IV School District.

The District will put "Local Preferred" on bid documents sent to vendors, however the District purchasing agent should not feel bound to purchase any item locally that can be secured at a saving to this School District from outside sources, nor shall he/she feel bound to purchase locally unless adequate service and delivery can be given by the local supplier.
